This obligation will be gradually expanded in the coming years. It’s a document that expresses the energy quality of a property using an <strong>energy score</strong> based on your energy consumption calculated per year and per m2. The energy score ranges from F (energy inefficient) to A+ (very energy efficient). It is calculated by an expert (type A) and is valid <strong>for ten years</strong>.</span></span></span></span></p><p><span><span><span><span>The <strong>PEB Non-Residential in Flanders</strong> also consists of these 2 components but differs somewhat in methodology. Namely, the energy label on the PEB NR corresponds to a percentage that indicates how carbon neutral the building is. This percentage in turn reflects <strong>the ratio of renewable energy</strong>, generated and used locally, to the amount of<strong> </strong>renewable and non-renewable<strong> energy consumed by the building unit.</strong> The labels range from A (100% carbon neutral) to G (no renewable energy).</span></span></span></span></p><p><span><span><span><span>In addition, the Flemish PEB NR includes non-binding <strong>recommendations</strong> on how to optimize the building&apos;s energy performance, such as by switching to renewable energy</span></span><span><span>. In concrete terms, for the time being this <strong>only concerns </strong>single-family homes, flats, and other residential dwellings. </span></span></span></span></p><p><span><span><span><span>The PEB NR does not exist as such. There are also different types of EPB certificate:</span></span></span></span></p><ul><li><span><span><strong><span><span>EPB New Build</span></span></strong><span><span>: for newly built structures (houses, schools, offices, etc.) for which the first building permit was submitted after 1 July 2008. <strong>New or substantially renovated non-residential buildings must also meet these requirements.</strong></span></span></span></span></li><li><span><span><strong><span><span>EPB Residential</span></span></strong><span><span>: for old (and renovated) houses for which planning permission was submitted before 1 July 2008.</span></span></span></span></li><li><span><span><strong><span><span>EPB Offices</span></span></strong><span><span>: for old offices over 500 m2 for which planning permission was also submitted before 1 July 2008.</span></span></span></span></li><li><span><span><strong><span><span>EPB Public Building</span></span></strong><span><span>: for all public organisations using 250 m2 or more in a single building.</span></span></span></span></li></ul><p><span><span><strong><span><span>What&apos;s more, from 2025, the EPB in Brussels will be mandatory for all homes</span></span></strong><span><span> (i.e. not just for sales or rentals), and owners will also be obliged to improve the energy performance of their property.</span></span></span></span></p>"}},{"componentType":"paragraph","title":"Flanders","richBody":{"value":"<p><span><span><span><span><strong>Since 1 January 2023</strong>, an EPC NR has been compulsory for non-residential buildings in the event of <strong>transfer</strong> (sale, lease, or superficies) and <strong>rental</strong>. For the time being, this is the <strong>only region</strong> in Belgium where this is required. </span></span></span></span></p><p><span><span><span><span>Non-residential buildings are building units with an office, school, health, sports, commercial, hospitality or meeting function as their <strong>main use</strong>, or units in public buildings or government buildings.</span></span></span></span></p><p><span><span><span><span>This legislation will be gradually extended as follows:</span></span></span></span></p><ul><li><span><span><strong><span><span>From 1 January 2024</span></span></strong><span><span>: all construction units in public buildings and government buildings will be required to have an EPC NR. The current EPC Public will no longer suffice from this date.</span></span></span></span></li><li><span><span><strong><span><span>From 1 January 2025</span></span></strong><span><span>: all large non-residential units with a floor area of more than 1,000 m2 must have an EPC NR, regardless of whether they are transferred or leased.</span></span></span></span></li><li><span><span><strong><span><span>From 1 January 2026</span></span></strong><span><span>: all large non-residential units must have an EPC NR, whether transferred or leased.</span></span></span></span></li><li><span><span><strong><span><span>From 2028</span></span></strong><span><span>: public and government buildings must meet a minimum label. Other large non-residential units from 2030.</span></span></span></span></li></ul><p><span><span><span><span>In addition, a distinction is made between large and <strong>small non-residential building units</strong>. For the latter, owners can also opt to issue an <strong>EPC kNR</strong> <strong>(small Non-Residential Buildings)</strong> instead of an EPC NR. This certificate is almost similar to the EPC for residential use and may be requested for certain units with a floor area <strong>not exceeding 500 m2.</strong></span></span></span></span></p>"}},{"componentType":"sectionTitle","title":"How to get an EPC Non-Residential?"},{"componentType":"paragraph","richBody":{"value":"<p><span><span><span><span>To obtain an EPC NR for your non-residential unit, different parties each have their own responsibilities:</span></span></span></span></p><ul><li><span><span><span><span>As the <strong>owner of the building</strong>, you must ensure that the EPC NR is in place and make sure that its mandatory mention in advertisements or notices listing the unit for sale or rent is complied with. You are also required to have meter readings recorded at least once a year.</span></span></span></span></li></ul><ul><li><span><span><span><span>The <strong>type D energy expert</strong> (and therefore not a type A energy expert, as in the case of the regular EPC) prepares the EPC NR based on a site visit, meter readings, and supporting documents provided by the building owner or manager.</span></span></span></span></li></ul><ul><li><span><span><strong><span><span>Building occupants</span></span></strong><span><span>, in turn, are obliged to provide, at the owner&apos;s request, all energy consumption data needed to determine the energy label.</span></span></span></span></li></ul><p><span><span><span><span>There is <strong>no fixed cost</strong> for preparing the EPC NR.
