In October 2025, the new version of the rule book will go live. The update of the SEPA rulebooks is aimed at:

The EPC Payment Scheme Management Board (PSMB) has decided to introduce the hybrid address alongside the structured and the unstructured addresses in the EPC payment schemes (SEPA credit transfer, SEPA Instant Credit Transfer, SEPA Direct Debit). The introduction of the hybrid address facilitates the transformation to the structured address.

 

The addresses in the pain messages received will need to comply to the new rules mainly for the counterparties (thus the Beneficiary for Credit Transfer and the Debtor for Direct Debit). For the Originators, no action is mandatory as ING always replace the address in the XML by the official Name and address of the account holder in our books.

3 periods are defined when different patterns of addresses can coexist to guarantee a smooth migration:

from 03/2024 to 11/2025:Unstructured or Structured
from 11/2025 to 11/2026:Unstructured, Structured or Hybrid
from 11/2026 and beyond:Structured or Hybrid

As from November 2026, unstructured addresses won’t be allowed anymore. Although hybrid addresses will still be accepted after this deadline, ING recommends to migrate to structured addresses only, as soon as possible. 
As there are a few mutual exclusions between each pattern, ING anticipates possible errors in the received XML and developed algorithms to correct most. This will prevent rejection when we send them to clearing or intermediary banks.
